The difference

What actually separates them.

Taper on its own is the classic barbering term: a gradual shortening at the sideburn and nape, with the length above it left alone. Low taper specifies where the graduation begins — low on the head, close to the ear. In practice the two cuts are near identical; the difference is that low taper is the modern name and tends to be asked for alongside a longer top, while a plain taper is usually part of a fuller classic cut with a side part or a comb-over.
